As a parent currently going through the EHCP process, this is not a huge surprise.
The EHCP process, whilst well intentioned at its introduction, is now completely adversarial, with the focus not on the child but on how costs can be minimised (due to underfunding of course). Yet the process is completely inefficient. For example, Local Authorities will refuse to use privately obtained reports (which is against official guidelines) and instead incur duplicative costs and waste NHS resources for fear the provision recommended in private professional reports will be too expensive. The LA use virtual assessments of kids, which, I’m fairly sure, will not provide an accurate assessment of a child’s needs and which then leads to more needless expense defending tribunal cases that the LA normally lose.
There is definitely an opportunity to cut some costs but not sure how outsourcing any of the process to a private, profit driven, company will help anyone.
