We've accepted that nation states are at war today using cyber attacks. We see it in attacks against critical infrastructure, in attacks to steal personal data of government workers and its contractors and attacks to mine for knowledge of technical operations and intellectual property. The latest attack was putting in place an almost successful "living off the land" backdoor into almost every Linux server.
Building AI into physical warfare is a natural extension. The enlarged threat for both types of warfare comes from the same origins as those that the EU AI Act attempts to control. Do we know how the system works and how it was trained? Do we know what biases are built in? Are there inbuilt constraints that limit what it will do based on a definition of societal norms?
Solely focusing on how the US is building AI into physical warfare is missing the biggest issue. I think about question like "Will there be an equivalent agreement to the SALT 2 that slowed the expansion of nuclear arms? How will this be implemented across nation states for technology that doesn't have the cost constraints of nuclear arms? Will a nation state build a doomsday switch into its AI war tech that disables controls on hallucination in its AI cyber and physical war machine?
The good news - I think, perhaps, Asimov may have predicted a positive future when he wrote The Last Question.
