Highlights
#LatAm has significant experience in place-based #industrialpolicies or, as they frame it, productive development policies. Countries like #Colombia and #Peru as well as regions like Cordoba in #Argentina have implemented interesting efforts around #clusters and #publicprivate sectoral productivity initiatives. As such policies gain traction around the world, not the least in the U.S. with its #IRA and #ChipsAct, the learnings from these policies is more relevant than ever.
Next week, I am honored to participate in a discussion of ECLACs latest report on this topic, spearheaded by my long-term colleague Marco Llinás. The discussion takes place as LatAm is in an economically challenging situation. #Productivity growth and #diversification away from natural-resource based activities is weak; economic growth is subdued. Despite some, often local, successes, production based policies have struggled to turn the tide.
The report provides a rich assessment of how production-based policies have been implemented across the region. It discusses the fiscal resources put behind these efforts as well as the institutional structure set up to implement them. My panel will particularly look at the role of subnational #regions.
A good opportunity to reflect on the #how of modern #industrial policies. Welcome to join our discussion online!

How #resilient are #clusters, and what role can cluster-based policies play in enabling #locations to enhance their resilience?
The economic shocks of the recent past motivated my co-editors Matthias Kiese, Dirk Fornahl, and me to embark on a #specialissue in the #competitivenessreview to assemble papers that look more closely at these questions. The exposure to sector-specific shocks was traditionally seen as the "#achilles-heel" of clusters. The papers suggest that instead clusters can act as a more flexible ecosystem that helps individual firms to respond better to shocks than they could individually. But the real focus of the research here is on the nature of cluster organizations in enhancing resilience: How do they need to change to strengthen resilience? Can effective efforts to enhance resilience be a model to achieve #sharedvalue also on other societal goals?
