Highlights
Democratic governments today face a critical juncture, managing environmental and digital transitions amid rising polarization, geopolitical tensions, and economic impacts. Building and maintaining trust in public institutions is now a top priority globally.
Ipsos EPA has worked with the OECD - OCDE on the Survey on Drivers of Trust in Public Institutions, which presents findings from across 30 member countries. The biennial report offers a comprehensive analysis of current trust levels and their drivers across countries and public institutions. In an increasingly challenging environment 44% of respondents now have little or no trust in their national government which outweighs the 39% of respondents who report high or moderately high trust in their national government.
The OECD recommends addressing this situation by engaging more effectively with citizens, strengthening the capacity to tackle complex policy challenges transparently and in the public interest, supporting a healthy information ecosystem with evidence-based communication, and continuing to invest in reliable, fair, and responsive public services.

Two more nights of sleep and our Dutch neighbours will kick off the European elections! It's fascinating to see how the EU coordinates this massive democratic exercise across its diverse member states who have decided to spread the voting period over four days and as a result, every five years, voting takes place between Thursday and Sunday. The Dutch normally vote on Wednesdays but since this is not an option during the European elections, the Dutch will vote on Thursday, making them the first country to vote! The next day, June 7th, the Irish and Czechs will head to the polls. On June 8th, it will be the turn of the Latvians, Maltese, Slovaks, and Italians. The rest of the member states will follow on June 9th.
In our EPA Digest, we've brought together some of our best minds in European electoral analysis to provide their views on the key issues at stake – and perhaps a prediction or two! We speak with Marchese Oliviero Marchese, Ipsos' Global Director of Elections Research, to get a better understanding of the intricate art that is election polling. We also present a series of articles that explore the dynamics and complexities of the EU political landscape ahead of the EP elections:
- Robert Grimm considers what the EU means to Europeans today and potential implications for June's ballot.
- Mathieu Gallard delves deeper, exploring whether distinctly pan-European trends are emerging in EU elections.
- Andrea Scavo and Sjoerd van Heck examine political polarisation within the EU, zooming in on the rise of the radical right in their own countries.
