Highlights
How cities can achieve net zero by targeting building emissions from design to demolition.
Together with my Co-Chairs Nidhi Gulati and Cécile Faraud, I am sharing an article highlighting policy tools that can support cities in their transition to net-zero through an embodied carbon, whole life carbon assessment approach.
In this article, Ashiss Dash and I share:
❇ Operating carbon as a sole indicator of carbon emissions sector is not enough: while measuring embodied carbon is more complex, it is needed to limit global warming to below 1.5°C.
❇ A shift toward an embodied carbon approach can allow capturing emissions data from built assets that better reflects reality and foster best practices.
✳ Cities such as London, Toronto, and Amsterdam lead the way by advocating sustainable practices through whole-life carbon assessment methods. However, urgent international collaboration is necessary to scale up effective policies that protect both society and the planet while fostering economic well-being.
✳ The G20 Global Smart Cities Alliance, in collaboration with C40 Cities and Infosys, released a model policy on Whole Life Carbon Assessment along with an Adoption Playbook and a Practitioner's Guide following a yearlong effort. The initiative is also in cooperation with- and aligns closely with our Centre for Urban Transformation’s Net-Zero City Sprints (Sarah Franklin) at the World Economic Forum.
✳ These tool serve as a guide for cities and businesses aiming to achieve decarbonization goals. It emphasizes assessing the entire carbon footprint of built assets, including operational and embodied emissions.
A very special thank you to Madeline O'Dwyer and Joe Upjohn, MBA for co-authoring the policy content through multi-stakeholder collaboration, to Sarah Franklin for her collaboration, and to our amazing Task Force on Sustainability and Smart Cities members and contributors for their expertize, dedication and commitment.
The Task Force is continuing the effort currently by developing a foundational model policy on adaptive reuse of assets for buildings / built environment. More to come from us in the near future.

What a great week at the Smart City Expo in Barcelona. We showcased the impact of the Centre of Urban Transformation’s initiatives in cities globally through public-private collaboration; launched model policies & use cases for accelerating the responsible technology adoption to advance urban transformation goals; & met with colleagues, partners, and friends from across the world.
We released:
❇ the Whole Life Carbon Assessment Mandate model policy which can help cities draft legislation requiring whole life cycle assessments for major developments in the built environment in collaboration with Infosys & #C40Cities. Learn more: https://rb.gy/8wcil6 ❇ the Public Sector Asset Use model policy which provides guidance on how to host communications infrastructure on city property by providing insights on shaping collaborations with connectivity providers to advance broader smart city objectives in collaboration with Gravelroad Group & Baker McKenzie. Learn more: https://rb.gy/sopudr
❇ the Governing Smart Cities: Use Cases for Urban Transformation whitepaper, which profiles pilot governance and policy programmes for responsible & ethical technology adoption in Mexico City (Mexico), Tsukuba (Japan) and Istanbul (Turkey) in collaboration with Deloitte. We thank all the Taskforce members & networks for their contribution.
We also:
❇ soft-launched a new policy on Innovation Friendly Procurement with the #ConnectedPlacesCatapult and #Marketplace.city – fundamentally to encourage innovation in procurement & making the ‘how’ aspect easier. ❇ advanced the work of our Taskforce on AI for Cities in collaboration with ServiceNow & #LeadingCities. ❇ brought to stage leading experts to share their knowledge & experience to enable the transition towards green buildings by taking a whole life carbon approach - & not only looking at the operational but also the embodied carbon.
❇ met with public and private leaders to show how the Centre for Urban Transformation helps to address local city challenges with a global outlook through public private collaboration at the World Economic Forum.
The G20 Global Smart Cities Alliance invites cities to read & adopt the baseline model policies, which covers a wide range of responsible technology governance topics – as cities aim to advance their urban transformation goals - where it’s enabled by current and emerging technologies.
