Duane Blackburn is a seasoned professional with over 20 years of experience leading interagency and public-private teams in developing federal policies and strategies. He is known for his objective, nonpartisan, data-driven, actionable, and measurable approach.

Duane is a distinguished leader, having been recognized as a finalist for a 2002 Service to America Medal. He has established successful interagency teams, one of which received the 2009 National Intelligence Certificate of Distinction. Additionally, he was the executive producer of an outreach team that earned the 2012 Communicator Award of Excellence from the International Academy of Visual Arts.

Duane's leadership approach has been studied by the Partnership for Public Service, where he was identified as one of twelve individuals possessing critical attributes found in the nation's highest-performing public servants.

Throughout his career, Duane has been instrumental in crafting and implementing government-wide science and technology (S&T) strategies across various domains. He played a significant role in influencing national policies and federal systems during the nascent stages of the nation's homeland security enterprise.

As a consensus-builder and mentor in the biometrics and identity field, Duane has led federal activities that have been foundational to critical homeland and national security operations.

In terms of education, Duane Blackburn pursued a Bachelor of Science in Electrical Engineering and later a Master of Science in the same field at Virginia Tech.

Duane has held key positions in prestigious organizations, including Deputy Director at the Center for Data-Driven Policy at MITRE. He has also served as an Advisory Board Member and Chair at Virginia Tech's Electrical & Computer Engineering department, Co-Chair at the Federal Identity Forum, and Policy Analyst at MITRE and the White House Office of Science and Technology Policy.

His past roles include serving as a Program Manager at the Federal Bureau of Investigation, the National Institute of Justice, and the Department of Defense Counterdrug Technology Development Program Office.
