Background and Career
Todd's involvement in public health advocacy began in the early days of the COVID-19 pandemic. This prompted her to gather experts and advocates to form a unified voice addressing pandemic-related challenges.1
Before her role at Pandemic Action Network, Todd was involved with various advocacy initiatives, including Best for Britain, where she contributed as a campaign strategist. Her experience spans both policy development and grassroots mobilization, emphasizing the importance of cross-sector collaboration in addressing health crises.35
Contributions
Under Todd's leadership, the Pandemic Action Network has focused on several key initiatives:
- Advocacy for Vaccine Access: Early on, the organization worked to raise funds for the Access to COVID Tools Accelerator, aimed at securing vaccines for lower-middle-income countries.1
- Networked Advocacy: Todd promotes a collaborative approach to policy ideation, leveraging the expertise of partner organizations to enhance advocacy efforts.14
Eloise Todd continues to play a pivotal role in shaping global health policies and ensuring that lessons learned from the pandemic are applied to future health crises.

🌍 I'm proud to present our Impact Report setting out Pandemic Action Network's year 4. As Gabrielle Fitzgerald said in her post, it's hard to believe that it was 4 years ago that we got together to map, build and launch PAN Carolyn Reynolds David Kyne. 😷
We are privileged to work with a hugely diverse community of partners across sectors, continents and cultures. Thank you to our 400+ partners, and everyone who chooses to join us in pursuit of a future that is more resilient to the crises of the present — and the crises around the corner.
Our focus now is summed up by Aggrey Aluso Executive Director of Resilience Action Network Africa: "We must bring the African voice to global processes to help reset the imbalanced power dynamics that undermine resilience.” Resilience and radical collaboration are our pillars — pandemics, climate change, health, gender, and economic inequality are too complex and too interconnected for any one stakeholder to tackle alone.
There is much to be done — and with ongoing support we can continue to make progress on our collective efforts across these challenges. We are deeply grateful for the part partners and funders have played in helping co-create our network advocacy model, a powerful approach that leverages the advocacy might of many to advance collective agendas. To those that have worked with us: thank you, and to future partners: join us! 💚
