Whelan holds a degree in Arabic and Middle Eastern History from the University of Oxford.13 He is multilingual, with proficiency in several languages including Arabic, Italian, French, Spanish, and German, in addition to his native English.1

Based in Zug, Switzerland, Whelan leads Acasus in its mission to drive rapid improvements in public services, particularly in health and education sectors across Africa, Asia, and South America.3 His work has contributed to some of the fastest improvements in outcomes for citizens in these areas.3
