Her expertise spans health services research, senior administration, evaluation, and education, with a focus on co-design and integrative health and social care models for vulnerable populations like those affected by dementia, frailty, disability, and mental health issues.

Frances has pursued a rigorous academic journey, including a Doctor of Philosophy (PhD) in Health Policy and Life Course and Aging, a Master of Health Sciences in Health Sciences, certificates in Long-Term Care Administration and Human Resource Administration, and studies in Gerontology and Sociology.
