Francis Ghesquiere is a seasoned professional with extensive experience in operations, strategy, and risk management within the infrastructure finance and economics sector, focusing on cities and public policy.

As the Practice Manager at The World Bank, Francis oversees a $4 billion portfolio of infrastructure lending, technical assistance, and advisory services, with a particular emphasis on risk and resilience.

With a background in disaster risk management, Francis has played key roles in managing the Bank's portfolio in countries like China, Vietnam, and the Philippines as they transition to middle and upper-middle income status and reduce their dependence on World Bank aid.

Francis holds a Master of Public Administration (M.P.A.) degree from the Harvard Kennedy School and has also studied at Ecole des Hautes Etudes Commerciales.

Prior to his current role, Francis served as the Manager of the Disaster Risk Management Practice Group and as the Lead Disaster Risk Management Specialist at The World Bank.
