After a long career in the Canadian Navy as a marine engineering officer, where he focused on technology innovation, engine emissions reduction, and fleet renewal programs, Fraser transitioned to local government roles. He served as the Director of Engineering and Public Works at the City of Victoria, spearheading initiatives like the Single-Use Checkout Bag regulation, Climate Leadership Plan, Sustainable Mobility Strategy, and Zero Waste Victoria.
