The UK Gov’s publication today of “Greening Finance: A Roadmap to Sustainable Investing” is 42 pages long. It confirms the intention to make TCFD reporting mandatory by 2025 but also the intention to go further with SDR (Sustainability Disclosure Requirements) using a new UK Green Taxonomy and proposed new International Standards.   To give these proposals teeth there will be new requirements for Asset Managers and for developers of Investment products to report on sustainability impacts.   The document is a roadmap, explaining the expected/required direction of travel for investments but it will of course impact green and sustainable lending as well.   Of most note is:

  1. a new Global baseline standard for reporting to be supported by the IFRS which will be by means of a International Sustainability Standards Board to be set up in 2022 – to be called ISSB standards.
  2. A UK Green Taxonomy which will be available for consultation in Q1 2022. This mirrors the EU Green Taxonomy with the same 6 pillars or “objectives”. Climate Change Mitigation Climate Change Adaptation Protection of water and marine resources Transition to a Circular Economy Pollution prevention and Control Protection of Biodiversity and Eco systems   Again mirroring the EU Green taxonomy there is a requirement that a sustainable activity meets at least one of the pillars and does no significant harm to the other 5 pillars.   As the UK Green taxonomy is lagging the EU Taxonomy, which comes into effect in January 2022, there is no technical annex as yet but the UK taxonomy will in due course #sustainability #climatechange be underpinned by a set of detailed standards, to be known as Technical Screening Criteria (TSC). There will be an individual TSC for each economic activity included in the Taxonomy, which identifies how that activity can make a substantial contribution to the environmental objective.   One difference with the EU taxonomy (besides any differences between the TSC and the EU Taxonomy’s Technical Annex) is that the UK taxonomy will support enabling activities that support the transition but are not sustainable themselves (e.g. the manufacture of cleantech).
