Isaac B. Kardon, Ph.D., is currently a senior fellow for China studies at the Carnegie Endowment for International Peace in Washington, DC.23 He was formerly an assistant professor at the U.S. Naval War College (NWC) from July 2016 to December 2022, where he served as a research faculty member in the China Maritime Studies Institute.3
