Winnaars en verliezers in de culturele sector. De Raad voor Cultuur, Rijkscultuurfondsen en veel gemeenten hebben hun subsidieadviezen bekend gemaakt.
Elke vier jaar gaan meer dan duizend culturele organisaties, klein en groot, op voor meerjarige subsidie. Met de facto 2 uitkomsten: in or out. Een goed oordeel is nog geen garantie op financiering - er is niet genoeg geld om alle positieve adviezen te honoreren.
De vierjarige subsidies maken deel uit van een relatief kleine, maar cruciale financiële basis onder de culturele en creatieve sector. Het Rijk investeert 0,3% van zijn totale begroting in de fundamenten van deze sector. Die is in zijn geheel goed voor 3,4% van de Nederlandse economie en voor 410.000 banen.
Een uitstekende investering dus, waarvan de verdeling natuurlijk goed moet gebeuren.
Omdat er zoveel vanaf hangt is de kunst van het beoordelen steeds zorgvuldiger en transparanter geworden. Maar wordt de cultuursector er nu beter van? Wij denken van niet. En dat heeft grofweg twee redenen:
👉🏼 Deze manier van geld verdelen is niet duurzaam. Elke vier jaar ligt het voortbestaan van een organisatie in de waagschaal. Het is een salomonssoordeel gericht op het verdelen van geld, niet op het verbeteren van een organisatie of op de samenhang van de sector als geheel.
👉🏼 Deze manier van geld verdelen kost veel tijd en middelen. Een jaar lang schrijven subsidieaanvragers hun vingers blauw. En vervolgens beoordelen commissies bij Raad, fondsen en gemeenten zich een slag in de rondte. Over de duim gerekend kost dat circa 100 miljoen. Natuurlijk, geld verdelen kost geld. En van elke culturele organisatie mag verwacht worden dat zij op gezette tijden stil staat bij haar functioneren en toekomstplannen. Maar deze transactiekosten zijn domweg te hoog.
Het kan anders. Verleng om te beginnen de looptijd van subsidies van vier naar zes jaar. Dan onstaat meer rust en ruimte.
Geef daarnaast meer vertrouwen en zekerheid aan culturele organisaties die vitale functies vervullen. Dat kan met een vast jaarlijks (basis)bekostiging. Bij zo’n systeem past kwaliteitszorg gericht op leren en verbeteren in plaats van ‘in or out’
Maak tegelijkertijd maximaal ruimte voor artistieke ontwikkeling van makers, met regelingen die lichter zijn en eisen minder zwaar.
De ratrace om subsidies trekt aanvragers en beleidsmakers de korte termijn in en zit toekomstdenken in de weg. Na 30 jaar hollen en rennen is het tijd voor een nieuw cultuurbestel. Aan de nieuwe minister Eppo Bruins de schone taak in gang te zetten waar zijn voorgangers net niet aan toe kwamen. Want tja, er stond alweer een nieuwe subsidieronde voor de deur.
