Jim Mitre is a distinguished professional in the fields of defense, international security, and policy analysis, recognized for his extensive experience and impactful contributions in these domains. Currently, he serves as the Senior International and Defense Researcher at the RAND Corporation and is the Director of the International Security and Defense Policy Center. In this role, he leads critical research initiatives aimed at addressing pressing global security challenges and devising effective policy responses. Prior to joining RAND Corporation, Jim made significant contributions to the United States Department of Defense (DoD) as a Senior Advisor to the Deputy Secretary and Acting Deputy Chief Digital and AI Officer. His role involved leveraging cutting-edge technologies, including artificial intelligence, to enhance defense operations and decision-making processes. Jim’s work was pivotal in advancing the DoD’s digital transformation agenda, ensuring that the department remained at the forefront of technological advancements in defense.
Jim's career at the DoD also included various leadership positions, such as Chief Strategy Officer at Govini, where he was instrumental in crafting and executing strategies that aligned technology and data solutions with national security efforts. His tenure included roles such as Principal Director, Strategy and Force Development, and Director for Analysis, Strategy and Force Development—positions that highlighted his capabilities in strategic planning and defense posture assessment. His profound understanding of complex geopolitical environments enabled him to contribute significantly to national security strategies, anticipate future challenges, and develop actionable plans that enhance the United States' defense readiness.
Earlier in his career, Jim served as an Analysis Team Lead and Global Defense Posture Analyst within the Office of the Secretary of Defense, steadily advancing through positions that fortified his analytical and strategic skills. He began his successful journey in public service as a Presidential Management Fellow, which served as a catalyst for his development as a distinguished analyst and strategic planner in defense policy.
