The war in Ukraine has taught us that the age of large-scale state-sponsored cyberwarfare is upon us and few members of the general public know that warfare and national defense have changed forever. While the world community has been distracted by kinetic warfare on the battlefield, European critical infrastructure has become host to a shadow cyberwar.
Many in the cybersecurity community expected a massive wave of “unrestricted warfare” cyberattacks, but what has occurred has been quite different. What we have seen could more accurately be described as hundreds of targeted attacks on infrastructure, transport, and other critical systems.
Early in my career, a senior intelligence officer and Vice Admiral advised me to resist the urge to only look for a threat actor’s grand strategy and to always consider observed actions might be motivated by fear and uncertainty. Russia knows that it also lives in a “glass house” and has cyber vulnerabilities; unrestricted warfare leaves few safe harbors in which to hide. Targeted attacks designed to deny access to infrastructure begin to look more like tactical airstrikes.
What we have observed during the war has been targeted attacks on government, financial, and corporate systems, but also critical infrastructure cyberattacks. The U.S. National Security and Cybersecurity communities have long known that this day was coming. Below is a partial list of observed critical infrastructure cyber-attacks:
January: Hacktivist group accessed the networks of the Belarusian Railway.
February: Multiple oil terminals in some of Europe’s biggest ports across Belgium and Germany fell victim to a cyberattack, rendering them unable to process incoming barges.
April: Russian (GRU) hackers targeted a Ukrainian energy facility, but CERT-UA and private sector assistance largely thwarted attempts to shutdown electrical substations in Ukraine.
April: The Romanian National Railway was hit with DDoS attacks by a Russian group because Romania supported Ukraine.
May: A DDoS attack targeted the Port of London Authority
June: Russian hackers targeted Lithuania’s state railway, airports, media companies, and government ministries with DDoS attacks.
July: Russian hackers targeted Lithuania’s state-owned energy provider in a DDoS attack.
August: Russian hackers targeted Ukraine’s energy agency responsible for Ukraine’s nuclear power plants.
August: Hackers targeted Greece’s largest natural gas distributor DESFA causing a system outage and data exposure.
August: A Russian group claimed responsibility for attacking UK water supply company South Staffordshire Water
Much of the critical infrastructure in the United States is woefully unprepared for this type of conflict. A colleague once told me “we live in the glassiest of houses” and this problem has barely been recognized, never mind addressed. Infrastructure companies need to begin preparing now, it is no longer a question of if, it is now a question of when.
