Kok Yam Tan is a highly accomplished individual with a strong educational background and extensive experience in various governmental organizations in Singapore. He holds a Bachelor of Engineering (BEng) with First Class Honors in Electrical and Electronics Engineering from University College London, U. of London, a Master of Science (M.Sc.) in Telecommunications for Industry from the same institution, and has also pursued an advanced Sloan Fellow/Master of Science for Experienced Leaders (MSx) program at Stanford University Graduate School of Business.

In his career, Kok Yam Tan has held several significant positions, including serving as the Deputy Secretary for the Smart Nation and Digital Government at the Prime Minister's Office (PMO) in Singapore. Prior to this role, he was the Deputy Secretary in the Strategy Group at PMO and also led the Smart Nation Programme Office at PMO, showcasing his expertise in strategic governance and digital transformation initiatives.

Before his roles at PMO, Kok Yam Tan had valuable experience in various key positions in different ministries. He served as the Director of Manpower at the Ministry of Defence, where he likely oversaw manpower-related policies and initiatives within the ministry. Additionally, he held the position of Deputy Director of Housing at the Ministry of National Development, indicating his involvement in housing development and planning in Singapore. Furthermore, his role as an Assistant Director of Higher Education at the Ministry of Education highlights his contributions to the education sector as well.
