Luke Blocher is a dedicated individual who excels in the legal field, boasting a J.D. from Columbia Law School and a B.A. in History and Political Science from Amherst College. His educational journey began at St. Xavier High School. With a wealth of experience, Luke has held key positions in various distinguished organizations. He served as the General Counsel & Chief Strategy Officer at Cincinnati Development Fund and as a Senior Counsel at Taft Stettinius & Hollister LLP. Additionally, he worked as the Deputy City Solicitor at the City of Cincinnati and held roles at the National Underground Railroad Freedom Center, including Director of National Strategic Initiatives and General Counsel. Luke also contributed his legal expertise as the Executive Assistant Attorney General at the Ohio Attorney General's Office. His involvement in political campaigns includes managing efforts for Cordray for Ohio Attorney General and Cranley for Congress. Luke's professional journey also features a role as an Associate at Kirkland & Ellis LLP.

I’m grateful for many recent opportunities to share @cindevfund ‘s learnings on the challenges of (and opportunities for) building affordable housing in Greater Cincinnati. And what we are doing with our many partners in response. From our biggest funding partners @hamiltoncountyohio, to the @investinneighborhoods Neighborhood Summit, and the @city_of_cincy Human Services Advisory Council - these rich discussions reflect the genuine and deep collaboration at the heart of this work. Today, the great folks at Tender Mercies and Over-the-Rhine Community Housing cut the ribbon on 62 units of permanent supportive housing in Cincinnati’s West End. This was the first project to receive gap funding from the City Cincinnati’s Affordable Housing Trust Fund (AHTF) back in the Fall of ‘22. AHTF is part of the larger Affordable Housing Leverage Fund we manage at Cincinnati Development Fund, which allowed us to also make a low cost loan to help the project.
Lots of names there. Lots of “funds.” It can get real wonky real fast to wrap your head around how affordable housing gets paid for. Days like today are a good reminder to pull back from those details to focus on two big things:
Why this matters. 62+ Cincinnatians who would likely be in shelters or on the streets now have homes. As the sign says “stable, safe, dignified” homes.
How insanely hard it is. It will take you, reader, months to unpack the myriad of government, private, and philanthropic funding sources that have to dance rogether in perfect rhythm for this to happen. Now try to be the choreographer of that dance, over many years, while you carry significant financial risk. Thats what the builders of affordable housing do (you might know them as developers).
Because this matters so much, we’ve got to do everything we can to make that dance easier. (Ok, metaphors done).
