There is still a battle for "best LLM for my use case". For us business people, fine-tuning a model can help improve your AI's accuracy or shape its output to be better for your use case. Fine-tuning open source models is doable; fine-tuning one of the big closed-source LLMs is very expensive.
Now OpenAI wants to give you a shot at fine-tuning GPT-4o, for free (limited to 1 million tokens/day, which is ~1,500 pages). So it's enough to help with some use cases, but also too small for other use cases.
As with most things in generative AI, you don't know what the output looks like until you try it, so fine-tuning is a risky and expensive way to test. So this offering is a much lower risk way of seeing if a fine-tuned model improves AI for your use case.
