Tech Sector Development coordinator and NTF IV Programme manager at International Trade Centre

Martin Labbe is a seasoned professional with extensive experience in managing international development projects, particularly in the tech sector.

Since 2017, he has been the coordinator of the 10 M USD Netherlands Trust Fund IV (NTF IV) programme, directly overseeing projects in Uganda and Senegal focused on supporting local IT & BPO SMEs and tech startups.

In 2019, Martin served as the sherpa of Arancha Gonzalez at the EU-African Union Digital Economy Task Force and played a key role in designing ITC's Digital Entrepreneurship Support strategy and the #FastTrackTech project in Africa.

Prior to that, he managed ITC's NTF II & III Bangladesh project from 2010 to 2017, where he led the IT & BPO sector development initiatives with a budget of 4 MUSD, focusing on European IT offshoring market activities.

His expertise extends to providing advisory services to Trade & Investment Support Institutions (TISIs) on technology, innovation, and new technologies in developing and emerging economies.

Martin's background also includes training and advising SMEs and TISIs on technology and trade, with a specialization in e-commerce, as well as supporting the development of websites and digital directories for business support institutions.

Before his roles at ITC, Martin marketed French IT companies in the UK and Kazakhstan from 1999 to 2005 and holds a Master of Arts degree from Iae France - Écoles Universitaires De Management.

Inspired by Jean Monnet, Martin believes in the importance of both individuals and institutions for sustainable growth and development.
