If you are not currently working and you want to get a certification for free, take a look at the WIOA Program. It is a US government program that will cover the cost of a class and often the certification exam fee.
I was able to sign up for PMP, Agile and Change Management. They sent me books, signed me up for classes that fit my schedule and once I finish the class and study, I will be able to take the certification exams. As long as I have gotten started, I can continue with my classes and certifications even after I have a job.
It's not a short process, it does take time and effort, but if you want to get a technical certification, now is the time to do it. You can only access these programs when unemployed and you can only take advantage of them once.
I completed the process in Illinois but you can search WIOA and the name of your state to get contact information for your state.
