He was appointed by the Governor of Massachusetts as a founding member of the Massachusetts Statewide Emergency Telecommunications Board, serving from 1989 to 2000. His leadership on the board included serving as Chairman of the Technical and Operational Standards Committee during the board’s formative years. Under his guidance, the board was instrumental in developing and implementing the first Enhanced 9-1-1 Technical & Operational Standards in Massachusetts, contributing to the efficient deployment of 268 Public Safety Answering Points (PSAPs) and the state’s establishment of its first six-position Mobile PSAP.
Beyond his extensive field experience and leadership roles, Michael has been actively involved in professional organizations that promote public safety communications best practices. He has been a proud member of the Association of Public Safety Communications Officials International (APCO) since 1986, where he received the prestigious APCO Life Member honor in 2001.
