Foreign Service Officer (Democracy and Governance)

Miranda Jolicoeur is an accomplished professional with a diverse background in democracy, human rights, governance, and law. She holds a Juris Doctor (J.D.) from the American University, Washington College of Law, a Master of Arts (M.A.) from the American University School of International Service, and a Bachelor of Arts from Roanoke College.

With a wealth of experience at USAID, Miranda has served as the Director of the Democracy, Human Rights and Governance Office, Deputy Director of the Democracy and Governance Office, Anti-Corruption Advisor, Democracy & Governance Officer, and Crisis, Stabilization, and Governance Officer. Her contributions have been vital in promoting democracy and governance globally.

Miranda has also worked with the U.S. Department of Justice as an International Liaison & Research Analyst and at the Financial Industry Regulatory Authority, Inc. (FINRA) as a Litigation Group Contractor. Her commitment to human rights is evident through her role as a Volunteer Human Rights Attorney at Freedom Now.

Additionally, Miranda has academic experience as an Associate Professor at American Military University and as an Instructor of English in South Korea. She has also contributed to various legal and research roles, including positions at the Civil Practice Clinic at American University Washington College of Law and the Montgomery County State's Attorneys Office. Miranda's international exposure includes legal development externships in Rwanda and war crimes research at the American University War Crimes Research Office.

Miranda Jolicoeur's passion for democracy, human rights, and law is further underscored by her involvement as a Program Assistant Intern at the United States Association for the United Nations High Commissioner for Refugees (USA for UNHCR). Her dedication to legal advocacy and academia shines through her multifaceted career.
