Mrs. Thandiwe Daka Oteng is a highly qualified lawyer with eighteen (18) years of experience specializing in providing legal advice to the Government of the Republic of Zambia on complex legal matters and agreements as well as Public International Law.

Her educational background includes a Post-Graduate Diploma in Legislative Drafting from the Zambia Institute of Advanced Legal Education, a Master of Laws (LL.M.) in International Human Rights Law from the University of Lund, a Certificate of Admission to Practice as an Advocate in Law from the Zambia Institute of Advanced Legal Education, and a Bachelor's Degree in Law from the University of Zambia.

Throughout her career, Mrs. Thandiwe Daka Oteng has held various notable positions such as Director at the International Law and Agreements Department within the Attorney-General's Chambers. Previously, she served as Deputy Chief State Advocate at the Civil Litigation, Prerogative of Mercy, and Debt Collection Department within the Attorney-General's Chambers, Secretary at the Technical Committee responsible for drafting the Zambian Constitution, Deputy Secretary at the National Constitutional Conference Secretariat, Acting Treasury Counsel at the Ministry of Finance and National Planning, and in several capacities ranging from State Advocate to Deputy Director at the International Law and Agreements Department within the Attorney-General's Chambers.
