Philip DeCosse

Senior Vice President, West and Central Africa and Haiti Region at Chemonics International

Philip DeCosse is currently the Chief of Party of the Feed the Future Bangladesh Horticulture, Fruits, and Non-Food Crops Activity.13 He is an agricultural economist with three decades of experience in development, specializing in areas such as agriculture, natural resources, and food security.1

Previously, DeCosse held the position of Senior Vice President for the West and Central Africa and Haiti business unit at Chemonics International.1 He has also served as the Senior Director of Chemonics' Evidence & Learning Team.12

Throughout his career, DeCosse has:

  • Worked with partner governments, USAID, and the World Bank to strengthen national agricultural and natural resource statistical surveys1
  • Consulted on monitoring and impact measurement approaches1
  • Led policy studies for agriculture and natural resource projects1
  • Served as Chief of Party on other USAID-funded programs, including the Co-Management of Tropical for Resources (Nishorgo) project in Bangladesh and the Environmental Management Support project in Madagascar1

DeCosse holds a bachelor's degree in philosophy and English from Georgetown University and a master's degree in agricultural economics from the University of Wisconsin–Madison.1

As of January 2025, DeCosse is based in Dhaka, Bangladesh, where he continues to contribute his expertise to international development projects.34
