Congratulations to the Singapore and Ghana teams for getting the Implementation Agreement over the line!

This Implementation Agreement has been the culmination of a journey that begain with initial meetings between Ghana and Singapore at COP-26, substantive conclusions at COP-27, and numerous hours of hard work by the teams in-between.

I'm extremely thrilled that the agreement has now been signed. It marks a pivotal step forward, promising increased accessed to Article 6-aligned projects, while fostering environmental, social and economic benefits for both countries.

The UAE hailed its Presidency as historic, as every country inevitably does. Some NGOs have lamented that the final deal isn't good enough, but, inevitably, nothing agreed upon at the UNFCCC will meet everyone's expectations either. The truth probably lies somewhere in between.

However, there were some noteworthy wins.

The COP began with swift funding commitments to operationalize the Loss and Damage fund, with contributions from the UAE, Germany, the UK, and other countries. This was surprisingly prompt, not only because it was Day 1 of COP but also considering the establishment of the Loss and Damage fund just last year.

Another significant win is the commitment to transition from or phase out fossil fuels. It's likely the first time the imperative to move away from fossil fuels has been explicitly included in decision text. Previous texts mentioned the need to eliminate fossil fuel subsidies and, notably at COP26, to phase down coal power. The inclusion in decision text signals a broad consensus on the necessity to shift away from fossil fuels, implicitly acknowledging the existence of alternatives.

Thus, the pledge to triple global renewables capacity and double energy efficiency improvements is also substantial. Recognition of the need to accelerate zero and low-emissions technologies like hydrogen, carbon capture, and nuclear, along with commitments to cut methane emissions, adds further importance.

It's crucial to note that these are non-binding targets. COPs generally don't produce binding targets, as decisions are made by consensus. While actions will ultimately carry more weight than pledges, these serve as vital signals. Analysts will view these decisions as a tangible shift in mood, marking them as wins.

It was disappointing not to reach an agreement on key Article 6 issues. This failure to maintain the momentum generated by the voluntary carbon market on the sidelines will further delay the operationalization of Article 6.4, a full eight years after the Paris Agreement. At the earliest, we might see the first Article 6.4 units in 2025, a decade after the Paris Agreement. This also leaves key issues around Article 6.2, including the revocation of authorization, unanswered for another year. Hopefully, this won't impede strong progress on bilateral agreements by many countries.
