Rafael Moser is a Programme Specialist at UNCDF currently based in Bangkok, Thailand. He is involved in the implementation of the Local Climate Adaptive Living Facility programme (LoCAL) focused on supporting local governments in mainstreaming climate change issues into planning and budgeting systems.

Prior to his role at UNCDF, Rafael worked as a Technical Advisor at UNDP in Brasilia, where he contributed to developing and implementing a national strategy for phasing out Ozone Depleting Substances and high Global Warming Potential technologies in the Brazilian industrial sector.

He has also worked as a researcher at Fundação Getúlio Vargas, coordinating research on the impact of climate change on microfinance institutions and their clients, with a focus on actions to aid vulnerable populations in responding to climate change challenges.

Rafael's professional journey includes experiences at institutions like OECD, the Ministry of External Relations of Brazil, and Fundação Torino, involving roles from intern to coordinator in various projects and cooperation initiatives.

He holds a Master's Degree in European and International Studies with a major in international cooperation and development and a Bachelor's Degree in International Studies from the University of Trento.

Rafael is of dual nationality, Brazilian and Italian, and has pursued additional studies through programs like Erasmus Mundus EUBRANEX at Universidade de Brasília.
