Rafi Martina is a Senior Policy Advisor for Senator Mark Warner, specializing in cybersecurity, technology, telecommunications, competition, and consumer protection issues. Prior to his current role, he served as regulatory counsel for Sprint Corp. and as a legal fellow and staff attorney for FCC Commissioner Meredith Attwell Baker. Mr. Martina studied JD at the University of Virginia School of Law, BA in Political Science and Science, Technology, and Society Studies at the University of Michigan, and was a visiting scholar at the University of Oxford. I'll never forget when Claire Sanderson first approached me in early summer 2020 with an ambitious draft bill to catalyze domestic investment in semiconductors. I never expected that the bill we ultimately drafted would get funded - even once we had succeeded in passing the authorizations - much less that the funding would be nearly twice what we had initially envisioned. So proud of, and grateful for, the efforts that so many had on this bill. And equally elated that it included funding for the 5G innovation provisions Kate C. Harris and I originally drafted in late 2019.
One more major bridge to cross, but excited to be on the cusp.
