Raphael Hamoir is an accomplished Programs and Operations Manager with extensive experience in the international humanitarian sector. Fluent in French, English, and Spanish, he has a strong educational background with a Master 2 degree from the University of French Antilles and a Bachelor's Degree with a Triple Major from the University of Grenoble Alpes. He also holds a University General Studies Diploma from the University of Grenoble Alpes.

Throughout his career, Raphael has held various key positions in well-known organizations. He served as the Regional Humanitarian Manager LAC and Surge Team Leader for the Earthquake Response in 2021 at CARE. Within the International Federation of Red Cross and Red Crescent Societies (IFRC), he has undertaken multiple roles including Operations Manager in Honduras, COVID-19 Operations Manager for several countries, Head of Country Cluster Support Team for Latin Caribbean and Haiti, and Surge Team Leader for Hurricane Dorian and Hurricane IRMA responses. He also managed disaster operations for Cuba, Dominican Republic, and Haiti, and held roles such as Surge RELIEF/WASH Coordinator and Disaster Management Coordinator.

Additionally, Raphael has contributed to the academic field as a Contributing Teacher at the Universtity of French Antilles. Prior to his international humanitarian roles, he gained valuable experience at the French Red Cross as a Disaster Manager, Project Manager, and Deputy Coordinator.
