Convening the entire value chain of multiple clean energy verticals is a tall order and the DOE delivered in spades at #Deploy23!
Great to hear the #DOEs ambitious plans to #Liftoff, and exchange ideas in workshop sessions with other stakeholders on how to make them a reality.
The plan has lots of $Bs, X00s of GW and 2050 targets but striking is the tripling of Virtual Power Plant capacity in the shortest time frame, 2030.
Nearly half the US does not have Demand Response today, even though significant stocks of peak-coincident smart thermostats, and other grid interactive DERs already exist - with customers willing to participate (for the right incentives) but unable to do so.
This resource may seem like a “no-brainer” but the goal can only be met if utilities and policymakers start evolving incentives now to scale up programs dramatically, so the capacity is there when it is needed. Approaches may look different from performance based ratemaking to rate-base, or calibrated cost-effectiveness tests, but a serious % of peak coincident capacity cannot live in pilot sized programs with caps on enrollment…especially when it is the cheapest resource adequacy option in the vast majority of the country in an era of peak load growth for the first time in a decade!
