Schuyler Moore is the Chief Technology Officer (CTO) at U.S. Central Command (USCENTCOM), a position she has held since October 2022.12 As the first-ever CTO of CENTCOM, she is responsible for driving innovation, implementing new technologies, and developing AI-based solutions across the organization.2

Moore has a Master of Arts degree in Technology & Security from Georgetown University and a Bachelor of Arts degree in Government from Harvard University.1 She was named to Forbes 30 Under 30 in 2021 and received her first Wash100 award in 2024.2
As of February 6, 2025, Moore has recently stepped down from her role as CENTCOM CTO to join the U.S. Naval Forces Europe-Africa/U.S. 6th Fleet as an intelligence officer, having been mobilized by the Navy Reserve.34

CALL FOR SOLUTIONS: USER-DRIVEN COMPUTER VISION
At U. S. Central Command (USCENTCOM), we constantly grapple with the challenge of sifting through large volumes of imagery to identify threats. We have always believed that computer vision (CV) can play a critical role, but have sometimes struggled to see results because of two challenges:
THREAT EVOLUTION: Our threats can, and often do, evolve faster than models. Whenever the threat (or physical appearance of the threat) shifts, we must refine the training dataset, retrain models, revalidate them, and re-release them. In the case of adaptable and agile adversaries, threat evolution may quickly outstrip the model retrain/release cycle.
WORKFLOW INTEGRATION: When models are built/refined separate from a user, users may struggle to integrate outputs into their every-day workflow. Without technical deployment that accounts for pre-existing user networks and tools, or training that helps users understand the value of CV and how to use it effectively, CV tools can fall short in practical application.
To that end, CENTCOM has partnered with DoD Chief Digital and Artificial Intelligence Office (CDAO) to release a call for solutions in this space: specifically, we are looking for CV tools that facilitate USER-DRIVEN (read: low-code/no-code, self-service) data tagging, model retraining, and output integration into workflows. We believe this type of solution will enable a) more responsive model cycles based on current threats, b) greater user adoption, and c) more technically literate user community that can better articulate gaps and needs going forward.
This effort was imagined, designed, and spearheaded by our exceptional CDO Michael Foster, who continues to be a guiding light for the Command in the space of AI (and computer vision in particular). As always, we are deeply grateful to CDAO for its partnership and collaboration.

The breadth and complexity of operations at CENTCOM is hard to overstate. At headquarters, coordination must happen across:
- ~60,000 personnel, military and civilian
- 21 countries, ranging from Cairo to Kazakhstan

- 6 Component Commands (AFCENT, ARCENT, NAVCENT, MARCENT, SPACECENT, and SOCCENT)
- Multiple task forces conducting a range of activities, including our 4x experimentation task forces
In addition to that vast team spread, operations range from weapons interdiction at sea, to countering violent extremist organizations, to partner exercises and operations, deterrence of Iranian aggression, to strategically competing with China and Russia’s heavy presence in the theater.
BG Cogbill and his team manage all of that and more - for every crisis that you read in the headlines, every operation that CENTCOM runs, he and the J3 are constantly working behind the scenes to keep the trains running and execute the mission.
BG Cogbill is at the heart of many of our innovation efforts. Even in the face of the huge amount of responsibility he already carries, he has been a tireless advocate and driver for our digital exercises, innovation competitions, tech sector community outreach programs, and so much more. We are incredibly lucky to have a positive force like BG Cogbill at the Command - his energy and commitment to innovation will leave its mark on the Command for years to come, we would not have come as far as we have without him.
