Education-wise, Spencer has a diverse academic background. He pursued a Doctor of Law (JD) at the University of California, Berkeley - School of Law. Additionally, he holds two Bachelor's degrees in Public Policy, Economics, and Computer Science from The George Washington University. Spencer also engaged in a Study Abroad program focusing on Economics and International Finance at The University of Edinburgh.

His commitment to education is showcased by his role as the IT Services Manager at The George Washington University during his academic journey.
