New Visa Mandates on Friendly Fraud
I had the opportunity to review the new Visa rule changes on Friendly Fraud compelling evidence. Here is a quick summary of the rule changes.
-
The new rule change will go into effect on Apr 2023.
-
Merchants are required to provide at least 2 undisputed transactions that have occurred within 120 days from the dispute date to recover a fraud claim. The 2 undisputed transactions must have at least two of the following common elements with the disputed transaction: Customer Account/Login ID, Delivery Address, Device ID or IP Address. If the merchant provides this evidence, the issuer will be liable for the fraud claim.
-
Visa is pushing merchants to utilize Order Insight and resolve disputes. Merchants can send transaction data to issuers through Order Insight to deflect a dispute. Visa also states that they will pre-select up to 5 transactions that have no active fraud/dispute within the last 120 days.
(Merchants have the option to use Visa for Order Insight or go with authorized resellers like Chargeback Gurus to participate in this program.)
-
If the fraud dispute is reversed in merchant's favor, the dispute will not be counted against the fraud ratio. Visa is yet to clarify if the reversal will count towards overall chargeback ratio or not.
-
Visa advises merchants to work with Acquirer to complete pre-arb questionnaire and select historical transactions applicable to support pre-arbitration.
My thoughts about the new Visa Friendly Fraud Rule Change....
-
The new Compelling Evidence change to Fraud Disputes favors recurring billing merchants since finding undisputed transactions with two identical information on past two undisputed transactions can be challenging for non recurring billing merchants. Changing the undisputed transaction age from any time period to at least 120 days.
-
With recurring billing scenario the first transaction is done by the cardholder and the recurring billing is done by the merchant. The request to show same IP address or Machine ID of two identical undisputed transactions becomes obsolete. Also for digital subscription merchants shipping address match is irrelevant.
-
The new rule will help merchants increase their recovery rate provided issuers stick to this mandate. Quite often we have seen issuers not following new policy changes since they are behind on training their dispute team on new policies and mandates. We will keep a close watch on this and see how it reflects the recovery rate after this change go live.
Conclusion: Though this new change might not make a big impact on merchant's revenue but it will reduce friendly fraud to certain degree. We will advocate Visa on having similar policy changes on customer service disputes as well especially for cancelled recurring billing, not-authorized and product not arrived dispute reason codes.
Please share your thoughts.
