He holds a Master's in Public Administration from Syracuse University's Maxwell School, a Master's in Landscape Architecture from the State University of New York College of Environmental Science and Forestry, and a Bachelor of Science in Chemistry/Microbiology from the University at Buffalo.

Throughout his career, Todd has held key roles in organizations like Mt. Shasta City and Dunsmuir, CA, where he served as City Manager. He has also functioned as the Managing Principal at Cityscapes360, Transportation Division Manager at the City of Beaverton, and Senior Major Capital Projects Planner at the Oregon Department of Transportation.

At the Portland Development Commission, Todd served as the Development Manager, bringing his wealth of experience to the table. His expertise extends to the realm of design and development, having been the Director of Design at the New York City Department of Transportation and the Manhattan Borough Commissioner in the same department.

Prior to these roles, Todd's background includes being the Owner-Director of Site Acquisition in Manhattan/Westchester at North Star Site Development, a Planner specializing in Land Use and Economic Development at Westchester County, and a Management Intern at the U.S. Environmental Protection Agency.

His career journey also includes military service with the United States Air Force, showcasing his diverse professional background and dedication.
