Vincent Bernard is a prominent figure in the field of humanitarian action, law, and policy with a strong background in advocacy, legal outreach, and education.

He holds a Master's degree in International Relations from the Graduate Institute of International and Development Studies and a Diploma in Legal Studies from King's College London, University of London. Additionally, he studied Law and Political Science at Université Robert Schuman (Strasbourg III) and holds an IEP Diploma from Institut d'Etudes politiques de Strasbourg.

Vincent has held key positions in various organizations, including being an Executive in Residence at the Geneva Centre for Security Policy. He has also served in multiple roles at the International Committee of the Red Cross (ICRC), such as Editor in Chief of the International Review of the Red Cross, Head of the ICRC Law and Policy Forum, and several communication-related positions across different regions like Africa, Jerusalem, Nairobi, and Dakar. Moreover, he has experience as a lecturer in Law and Political Science at the University of Marmara in Istanbul.
