Highlights
The political imperative will always want to focus on the immediate and what society today deems to be the priorities. This brings with it the risk that only immediate needs are met while a mess is created for future generations. This imperative is not only driven by the pressure to respond to today’s voters – it is also driven by the clarity of known problems, in contrast to future uncertainties.
In order for New Zealand to understand and prepare for future uncertainties, a new requirement for the public sector was included in the Public Service Act 2020. It requires each departmental chief executive to produce a Long-Term Insights Briefing (LTIB) at least once every three years. Responding to the Institute's call, Andrew Jackson has provided a summary of all 19 LTIBs alongside suggestions of areas for further investigation, see 'Think Piece 41 – Our first Long-Term Insights Briefings'. Massive thank you Andrew for bringing this piece of work to life.
Under the Act, the LTIBs must provide ‘information about medium- and long-term trends, risks, and opportunities that affect or may affect New Zealand’. It does not require the LTIBs to make recommendations; rather it requires them to include ‘information and impartial analysis, including policy options’ to address the matters raised. So far 19 LTIBs have been produced.
