He pursued his education by studying Civil Engineering at Penn State University for his Bachelor of Science degree, followed by a Master of Science in Transportation Policy, Operations, and Logistics at George Mason University's Schar School of Policy and Government.

William has gained practical experience through various roles, including serving as a Data Analysis Intern at the Federal Railroad Administration, an Assistant Field Superintendent/Project Manager Intern at Gardner/Fox Associates, Inc, a Calculus I Staff Tutor at LionTutors, and a Lifeguard at Stony Lane Swim Club.

His combination of academic knowledge and hands-on experience has equipped him with a well-rounded skill set suitable for roles in transportation, operations, project management, data analysis, tutoring, and lifeguarding.
