Zurina Moktar is an administrative and diplomatic officer with a background in sustainable development, environmental management, business model innovation, technology commercialisation, public policy, strategic planning, and capacity development. She has a Master of Philosophy (MPhil) in Conservation Leadership from the University of Cambridge, a Bachelor's Degree in Biodiversity Conservation and Management with First Class Honours from Malaysia University of Terengganu, and is pursuing a PhD in Engineering focusing on Business Models in Commercialising Cleantech at the University of Cambridge. Zurina also holds an Associate's Degree in Public Administration and has a High School education in Science.

During her career, Zurina has held various roles including Principal Assistant Secretary at the Ministry of Environment and Water, Special Officer to the Deputy Minister at the Ministry of Energy, Science, Technology, Environment & Climate Change, Deputy Programme Director at i-Teams Cambridge, Doctoral Researcher and PhD Student at the Institute for Manufacturing at the University of Cambridge, Assistant Director at the Public Service Department of Malaysia, Intern at the Permanent Mission of Malaysia to the United Nations, Professional Placement at the United Nations Environment Programme World Conservation and Monitoring Centre, Training Consultant at the National Institute of Public Administration, and Assistant Director at the National Registration Department.
