Avril Horne

Avril Horne is a water policy specialist with a diverse background in economics, hydrology, and policy. With over fifteen years of experience in consulting, government, and academia, Avril has played a significant role in various interdisciplinary projects. Her notable tenure as the Assistant Director in the water group at the Australian Competition and Consumer Commission involved substantial contributions to the development of water trading rules for the Murray Darling Basin Plan. Transitioning back to academia in 2014, Avril is actively engaged in projects focusing on environmental water management tools, allocation mechanisms, institutional arrangements, and reallocation policies among water sectors. Additionally, she serves as the lead editor for the book titled “Water for the Environment: from policy and science to implementation and management,” featuring insights from more than 50 renowned scientists and practitioners globally.
