"An online survey of 800 U.S. adults conducted by the CTA found that more than 95 percent received an October 4, 2023, emergency alert on their cell phones, and 1 percent heard it on AM radio."

The reason to retain AM in vehicles - from the emergency management perspective - is to ensure reception of the National Public Warning System (NPWS) which will be on-air only in the severest of catastrophes. Vehicles have batteries. Mains electrical power, mobile phones, Internet, TV etc. will not work in that scenario. That lots of people got the last National Test on phones, not AM radio, is a straw-man distraction from the issue.
