Brett Theodos

Senior Fellow at The Urban Institute

Brett Theodos is a senior fellow and director of the Community Economic Development Hub at the Urban Institute.1 His work focuses on economic and community development, neighborhood change, affordable homeownership, consumer finance, and program evaluation and learning.1

Theodos has extensive experience in evaluating various economic development programs and initiatives, including the Economic Development Administration, New Markets Tax Credit, Small Business Administration loan and investment programs, and Opportunity Zones.1 He leads research on capital flow into communities and studies how entrepreneurs can access capital.1

With a background in performance measurement, Theodos directs Measure4Change, a project providing technical assistance to nonprofits and facilitating a community of practice.12 He has conducted studies on neighborhood change, geographic mobility, and affordable homeownership supports.1

Theodos serves on the boards of the Center for Community Progress, the Douglass Community Land Trust, and the Housing Authority of Prince George's County.1 He holds a BA from Northwestern University, an MPP from Georgetown University, and a PhD in public policy from George Washington University.1

As of February 2025, Theodos has been with the Urban Institute for over 19 years, having joined the organization in 2005.3 His LinkedIn profile indicates that he has held the position of Senior Fellow since January 2019.3
