RIP Congressman Bill Pascrell who was a funny, effective and old-school pol from NJ. I've been lucky to work with his former LD, Rich Thomas, for 16 years at Monument Advocacy. His passing reminded me of the House Homeland Security hearing I testified at 20 years ago where he tried to pin me down whether #drugs or #terrorism was a bigger threat to the US. I hopefully fended off a question that had no good answer.

Pascrell: "Well, would you agree with my statement that the terror of drugs in this country is just as horrible, just as terrible as the terror which is brought into this country of those who wish to bring explosives or to kill our citizens or to damage our property?

Me: I wouldn't want to rank two horrible outcomes. They're both horrific.

Having helped build the U.S. version of this EU initiative to incorporate advance biographic and in-person #biometric security into the travel process, it is about time our European allies take advantage of advanced security options.

It was no small feat to retrofit our in-bound passenger security systems after 9/11 to incorporate pre-flight vetting and biometric checks. At each stage of deployment, the U.S. was pressing the limits of what technology could do without adversely impacting the flow of legitimate traffic and #tourism. I particularly remember when the U.S. Department of Homeland Security flipped the switch in January of 2004 to require fingerprints of in-bound visa holders to confirm identity - luckily the system held and US VISIT and our entry-exit program was born.

Later we incorporated pre-flight programs like APIS and ESTA to vet travelers via biographic information. These mandates raised the hackles of privacy hawks both the EU and US but these programs have tended to help distinguish legitimate travelers from imposters and those bad actors with similar names. I had the privilege of working as a government official with great leaders like Tom Ridge, Asa Hutchinson, Rob Bonner, Jay Ahern, Kevin McAleenan, Lora Ries, Joe Whitley, Scott Boylan, Jim Williams, Robert A Mocny, Lynden Melmed, Seth Stodder, Andrew Maner, Elaine Dezenski, Kathy Kraninger, Brian Peterman, Steve McMillin, Michael Bopp, and many others to build these effective programs.

While most travelers are comfortable with biometrics to speed their journey to speed and secure their travel, privacy requirements should be tracked and evaluated. But ensuring that governments meet their promises and providing appeal mechanisms for edge cases is a much better response to the power of biometrics than trying to stop the progress of technology.

Earlier this year we saw an attempt by libertarians in the US Senate to block TSA from further deploying biometrics in US airports. A concerted effort by the travel and airline industries blocked this effort, but pro-privacy advocates won't go away for long.

If you believe in biometrics and biographic vetting, learn more about existing US programs and the upcoming EU programs and tell your legislators that you support their proper implementation.
