Chelsea Payne is a highly educated professional with a strong background in law and international relations. She earned her Bachelor of Civil Law (Masters in Law) and Master of Science (MSc) in African Studies from the prestigious University of Oxford. She also holds a Bachelor of Laws with Honours and Bachelor of Arts in Politics and German from Victoria University of Wellington.

Chelsea has held various key roles at the United Nations, including serving as the Special Assistant to the Assistant Secretary-General at the Peacebuilding Support Office within the Department of Political and Peacebuilding Affairs. She has also worked as a Policy Officer at the same office, as well as a Programme Officer at the Human Security Unit and a Rule of Law Officer at the Rule of Law Unit in the Executive Office of the Secretary-General.

Prior to her tenure at the United Nations, Chelsea gained valuable experience working as the Liberia Country Director and Access to Justice Project Lead at The Carter Center. She also served as a Special Adviser to the Minister of Justice of Liberia through her affiliation with the Center for Global Development and John Snow Inc. Fellowship. Chelsea's professional journey includes roles such as Junior Dean at Balliol College, University of Oxford, Legal Intern at UN Women, Judge's Clerk to Justice Sir Kenneth Keith at the Supreme Court of New Zealand, and Law Tutor at Victoria University of Wellington.
