Emilio Cattaneo is a seasoned professional with extensive experience in infrastructure development and finance, currently serving as the Head of Technical Assistance at The Private Infrastructure Development Group (PIDG).3
Emilio joined PIDG in 2015 as the Executive Director of The Emerging Africa Infrastructure Fund.1 In December 2019, he transitioned to his current role as Head of PIDG Technical Assistance.1 In this position, he is responsible for:

- Nearly 20 years with HSBC in the UK and abroad
- Director of Asset Management at Climate Change Capital, where he focused on climate mitigation investment strategies and renewable energy projects in Africa
- Executive Director of the Emerging Africa Infrastructure Fund (EAIF), part of PIDG2
Emilio's educational background includes:
- A degree from the University of Oxford
- Studies in Biochemistry (with Economics) at Hertford College1
In his current role at PIDG, Emilio contributes to the organization's mission of mobilizing private investment in infrastructure projects in developing countries, particularly in Africa and Asia.3 His expertise in finance and infrastructure development plays a crucial role in PIDG's efforts to promote sustainable economic growth and improve living standards in these regions.
Highlights
I was in Dakar earlier this week, to participate in the official inauguration of the Dakar BRT (bus rapid transit) project, hosted by the President of Senegal, H.E. Macky Sall. This was a historic moment for a landmark project, which has been almost 8 years in the making, and represents a first for Africa, being the only all-electric BRT on the continent. The project establishes a new benchmark for sustainable public transport in Africa and showcases the future of decarbonised urban mobility to the many metropolises across the continent seeking to implement climate-smart mobility solutions. Not only are the buses fully electric, the stations have their own solar power source, and very soon all charging will be done using a dedicated solar PV plant.
The Private Infrastructure Development Group has been deeply involved in the financing of this project, with PIDG Company Emerging Africa Infrastructure Fund providing €46 million as co-lender alongside Proparco, and PIDG Technical Assistance is providing a € 9 million (approx.) VGF grant, out of a total project cost of €132.6 million. The shareholders of DAKAR MOBILITE (the project operator) are Meridiam (70%) and FONSIS - Fonds Souverain du Sénégal (30%).
The BRT includes a fleet of 121 buses operating across 13 municipalities and an 18.3km route, which will eventually carry 300,000 passengers daily between the suburbs and city. There was much excitement in the city as the new buses were showcased and driven along the corridor, and a feeling of pride in Dakar for this new bus network which will benefit and impact travellers of all ages and from all backgrounds, halving commuting times for many and providing a safe, clean, efficient and modern transport system.
We had an opportunity to meet the newly recruited staff, including the first female driver, with 23 more women drivers currently being trained. We spent a morning with the operations staff who control through a state-of-the-art system all aspects of the daily flow of buses (approx. 90% women), and participated in a safety training simulation by young Senegalese men and women being recruited as station attendants. There seemed to be a deep sense of pride in being selected to work for such a high profile and transformational project, which has been rebranded “SUNU BRT”, SunuBRT Officiel meaning “OUR” BRT in the local Wolof language.
The BRT offers a climate-smart alternative to current modes of public transport and brings Dakar’s growing population closer to economic opportunities around the city. BRT’s development is designed intentionally to improve accessibility, with a social fare introduced to improve affordability and boost access, while the safety of female passengers has been integrated into the infrastructure design, for example by ensuring sufficient lighting at bus stations to enable women to travel safely in the evenings. All stations and buses are fully wheelchair accessible, again a first for bus transport in Senegal.
This week I attended the 6th Karachi International Water Conference, sponsored by Hisaar Foundation and InfraZamin Pakistan. I was honoured to be invited to join the opening panel, on "Why Water Matter for Finance & Investment: Investing in the Water Economy" where we addressed the many issues that are holding back private sector investment in water infrastructure. Also speaking at the Conference was Boo Hock KHOO, Chairman of InfraZamin.
