Hot off the press this morning – FY24 Final Defense Appropriation Bill. The defense innovation ecosystem was holding its breath on the final text because many of the new innovation programs proposed in the House (below) were zeroed out in the Senate. Fortunately, many of the programs survived the longer than expected conference period through the CR. This is a huge win for nontraditional defense companies; now let’s get these budgets to the right performers under the right contracting vehicles in a timely manner.  We need to show quick and quantifiable wins to ensure these programs continue in the future.

A few highlights:

☑ $131,874,000 for DIU Prototyping // Bolstering DIUs use of OT-Prototyping to validate commercial technology utility in meeting DoD missions.

☑ $589,400,000 for DIU Fielding (i.e. OT – Production) // Transitioning successful OT-Prototypes (or other validating contracts) into production.

☑ $200,000,000 for Replicator Initiative // Fielding thousands of autonomous, attritable systems over the next two years.

☑ $900,000,000 for OSC’s Loan Program // Funding for companies with promising technology that can scale to further support the defense industrial base.

☑ $200,000,000 Program Increase for APFIT // Expeditiously transitioning technologies into production and to accelerate the fielding of needed technology to the warfighter, with priority given to technologies developed by small businesses and nontraditional defense companies.

That’s $2,021,274,000 in new program funding primarily focused on scaling successful innovations into production.

Big ups to those members, PSMs, and advocates who had to push boulders up mountains to make this happen.  Now let's get after it!

HOW can DoD Contracting Officers incentivize nontraditional participation? ▶ Leverage CSOs into Other Transactions to streamline contracting - re DIU ▶ Establish performance based competitions to pick winners and award production contracts based on demonstrated capability - re NDAA 2024 ▶ Tie development contracts directly to production program capability gaps and use MTA to streamline transition & integration to PoRs - re NDAA 2016

WHO are some good case studies? 🚀 Firestorm Labs - Long-range UAS, 3D printed to achieve attritable mass 🛩 REGENT - Electric seaplanes for contested logistics environments 🔱 Anduril Industries - Autonomous 3D printed submarines ❓ Who else should we consider
