Hui Loy completed their GCE 'A' Levels at Raffles Institution and pursued a Master's degree in Information Science and Computer Engineering at Tohoku University in Japan.

Throughout their career, Hui has held several key positions in the Ministry Of Foreign Affairs in Singapore, including Deputy High Commissioner and Minister-Counsellor at the Singapore High Commission in Kuala Lumpur, Deputy Director General of the Southeast Asia I Directorate, Deputy Director of Special Projects in the Southeast Asia I Directorate, Counsellor (Political) and Press Officer at the Singapore High Commission in Kuala Lumpur, Deputy Director for Japan & Korea in the Northeast Asia Directorate, and First Secretary (Political) at the Permanent Mission of Singapore to the United Nations. Hui also served as Country Officer in the Middle East Directorate and as Assistant Director in Systems Governance and Planning at the Ministry of Health in Singapore.
