Kara Siahaan is a seasoned professional with over 14 years of experience in technical assistance, program management, partnership, and advocacy in disaster response, disaster risk reduction, and climate change adaptation.

She is recognized for her work in strengthening cooperation between scientists, practitioners, and policymakers to utilize science for disaster anticipation and early action, including spearheading the development of IFRC's Forecast-based Action through the Disaster Relief Emergency Fund (DREF).

Currently, Kara coordinates the expansion of forecast-based financing initiatives in more than 30 countries, focusing on scaling up anticipatory actions to mitigate disasters.

With a background in International Cooperation, Urban Development, Housing, Marketing, Water, and Sanitation in Emergencies, and Publishing, she brings a diverse skill set to her role.

Kara's experience includes roles at top organizations such as the International Federation of Red Cross and Red Crescent Societies (IFRC), Anticipation Hub, UN Migration, Norwegian Refugee Council, and German Red Cross among others.

Her expertise spans early/ anticipatory action, disaster risk financing, policy development, network building, and project management in various thematic areas like conflict, epidemic, and displacement within the humanitarian sector.
