Kathleen Lawand is a Strategic Advisor to the Director of International Law and Policy at the International Committee of the Red Cross (ICRC), with expertise in leadership, management, international humanitarian law, arms control, disarmament, and multilateral diplomacy.

With a distinguished career spanning over 21 years at ICRC, Kathleen has held various roles including Head of the Arms Unit, Legal Adviser in the Arms Unit, and Head of the Legal Advisers to the ICRC's Operations.

She played a key role in developing and advocating for ICRC's legal and policy positions on weapons of humanitarian concern, participating in significant arms-related multilateral processes such as the negotiations of the Arms Trade Treaty, the Treaty on the Prohibition of Nuclear Weapons, and consultations on Protecting Civilians in Urban Warfare.

Prior to her tenure at ICRC, Kathleen worked at notable organizations like the Organisation for the Prohibition of Chemical Weapons, the International Criminal Tribunal for the Former Yugoslavia, and the UN High Commissioner for Refugees.

Kathleen Lawand is a qualified lawyer, having been called to the Qu\u00e9bec Bar in 1990. She holds a Master of Laws (LL.M.) degree in public international law from the London School of Economics, along with a Doctor of Law (J.D.) and Licentiate degree in Civil Law from the University of Ottawa.
