Lo Toney is the Founding Managing Partner of Plexo Capital, having spun out from GV (Google Ventures). Plexo Capital focuses on investing in diverse seed-stage VCs and directly into companies from VC portfolios.
Prior to creating Plexo Capital, Lo held roles with GV, focusing on marketplaces, mobile, and consumer products. He also worked with Comcast Ventures and led the Catalyst Fund on mobile messaging and marketplaces.
Lo's experience extends to roles at Zynga, Nike, eBay, and various startups funded by top-tier investors. He holds an MBA from UC Berkeley and a BS from Hampton University.
Lo Toney specializes in entrepreneurship, product management, board leadership, corporate strategy, and venture capital.
His past affiliations include Advisor at GV, Mentor at MuckerLab, Former CEO at LearnStreet, and various executive and advisory roles at companies like iPass, Cake Financial, and Nike.com.

We held our third annual Milken Institute Reception in Los Angeles, hosted by Plexo Capital and the Plexo Foundation. We have always held the event at my home, fostering a casual environment that encourages genuine interactions. Our events are known for their high-caliber attendees, reflected in the $2 trillion+ in investable assets and AUM at our reception. The event was a resounding success, receiving excellent feedback and many personal notes of appreciation.
A special thanks to Malcolm Robinson and the BLPA. Malcolm had the foresight to create the Black Limited Partners Association (BLPA), comprising top CIOs of institutional investors. Our first reception was held during Milken Global to coincide with the BLPA’s annual spring meeting. This initial event led to our annual gathering, and we deeply appreciate Malcolm and the BLPA’s support.
For this year's reception, we decided to do something a bit different by truncating the length of the event and focusing on networking alongside digestible content featuring one of our strongest supporters to-date in Jeremiah Gordon, Chief Legal Counsel for CapitalG, who represents Alphabet Inc.
In addition, we featured a fireside chat with Aaron Samuels, Co-Founder of Collide Capital, a member of GPx Cohort 3. GPx (the flagship program of the Plexo Foundation) was created, largely based on my journey, to help great emerging fund investors become great fund managers. The program focuses on three tenets: 1/ Form a Firm/Fund, 2/ Manage a Fund + 3/ Raise a Fund. Thanks to its generous sponsors, Ford Foundation, SVB, Alphabet and many others, the program is offered at no cost to participants.
Since January 2023, Jennifer P. Hopp has served as the interim director of the Plexo Foundation and leader of our GPx program, Jennifer’s leadership has elevated the GPx program significantly. As GP and a member of Cohort 1, Jennifer worked tirelessly to nurture existing relationships and forge new ones.
Sam Toney built a proprietary screening and selection process for the GPx program, similar in stature to the due diligence process employed within the Plexo Capital investment process for fund investments. Sam has been a key cog in building the engine for the GPx program.
Kuji Chahal, who leads Investor Relations for GPx, brings a deep network, Capital Formation knowledge and long-standing Institutional relationships which were invaluable in Collide Capital’s fundraise journey. The GPx program has been directly responsible for $30M+ in Institutional LP funding commitments to GPx cohort members and a plethora of allocator/consultant introductions.
Thanks to the many Institutional LPs that chose to spend their time attending the reception. Without the support of LPs, Plexo Capital + GPx would be extremely limited in providing the necessary capital and resources to promote wealth creation in the inclusive capitalism ecosystem.
