Rebekah Shirley

Director of Research, Data & Innovation at WRI Africa

Dr. Rebekah Shirley, Ph.D., is the Director of Research, Data & Innovation at the World Resources Institute, Africa, with 14 years of experience in energy resources and environmental research across Africa, South and Southeast Asia, Latin America, and the Caribbean.

Prior to her current role, Rebekah served as the Chief of Research at Power for All, focusing on enhancing public access to data on energy, agriculture, climate, and the economy to drive renewable energy market mobilization in East Africa.

Rebekah holds a Ph.D. from the Energy and Resources Group at the University of California, Berkeley, where her research on integrating socio-cultural, ecological, and resource management perspectives into power system planning tools was instrumental.

Recognized for her contributions, Rebekah received accolades such as being a GWEC Revolutionary Award Finalist in 2020, an ESI Africa Power and Energy Leader in 2019, and Africa Utility Week’s Outstanding Young Leader in Energy in 2018.

Currently based in Nairobi, Rebekah continues her climate adaptation research with a focus on small island states as an Energy for Growth Hub Science Fellow and also mentors students and young researchers as a Visiting Research Fellow at Strathmore University.

She pursued her education at McGill University and the University of California, Berkeley, where she obtained degrees in Environmental Science, Civil Engineering, and Energy and Resources.
